Recto brings crucial public services closer to the people with GOCC Caravan rollout

Finance Secretary Ralph G. Recto has officially launched the Government-Owned or -Controlled Corporations (GOCCs) Caravan, a one-stop shop designed to make the services of government corporations closer and more accessible to Filipinos.

“Ang caravan na ito ay konkretong tugon sa direktiba ng ating Pangulo na ilapit ang mga serbisyo ng gobyerno sa mga tao. Sa halip na ang publiko ang pumunta sa ating mga tanggapan, tayo na mismo ang lalapit at makipag-ugnayan sa kanila. Hindi lamang ito programa, kundi patunay sa determinasyon ng gobyerno na gawing mas inclusibo at makatao ang sistema,” he said.

“Maraming serbisyong pampubliko ang inaalok at handang ibigay ng gobyerno na lingid sa kaalaman ng ating mga mamamayan. This is our way of enabling our people to maximize the benefits the government can offer,” he added.

The GOCC Caravan is a project of the Department of Finance (DOF), in partnership with Robinsons Malls and collaboration with the Bureau of Internal Revenue (BIR) and participating GOCCs. It was launched on July 29, 2025 at Robinsons Manila.

With the theme “Serbisyo sa Bayan, Hatid ng GOCCs, Kaakbay ang DOF,” the Caravan aims to bring frontline government services directly to the people by setting up booths in widely accessible locations.

Ten of the country’s biggest GOCCs, such as the Philippine Health Insurance Corporation (PhilHealth), Social Security System (SSS), Government Service Insurance System (GSIS), Pag-IBIG Fund, Philippine Deposit Insurance Corporation (PDIC), Land Bank of the Philippines (LBP), and Development Bank of the Philippines (DBP) were present during the caravan.

The GOCCs offered a wide range of services from addressing claim inquiries, loan applications, and membership concerns to offering financial literacy sessions to help ordinary Filipinos gain financial freedom.

In addition, the BIR also offered tax consultations to ensure that the public is well-informed of tax policies and processes.

Meanwhile, the Small Business Corporation (SBC) assisted Micro, Small, and Medium Enterprises (MSMEs) with loan application concerns.

The National Development Company (NDC) and Bases Conversion and Development Authority (BCDA) were also present to promote investments and highlight the country’s flagship projects.

“We want citizens to feel that the government is not just in offices or faraway agencies, but present, proactive, and committed to serve,” DOF Corporate Sector and Strategic Infrastructure Group (CSSIG) Undersecretary Rolando G. Tungpalan said.

The DOF CSSIG is in charge of ensuring that GOCCs operate efficiently, remain fiscally sound, and generate consistent value for the Filipino people.

In the next months, the DOF will be bringing the caravans to more locations nationwide.
