DOF signs joint memorandum to fast-track investment approvals, usher in more strategic and high-impact investments to PH

The Department of Finance (DOF) has signed a Joint Memorandum Circular (JMC) that streamlines investment procedures, strengthens inter-agency coordination, and accelerates the entry of strategic investments into the Philippines.

The initiative is part of President Ferdinand R. Marcos, Jr.’s directive to roll out the red carpet for investors by creating a seamless, business-friendly environment in the country.

On June 2, 2025, key government agencies convened for the ceremonial signing of the JMC titled “Strengthening the Coordination Mechanism Between and Among the Investments Facilitation Network Members and Integration of the Provisions of Executive Order No. 18, series of 2023.”

Finance Secretary Ralph G. Recto was represented by Undersecretary Charlito Martin R. Mendoza during the signing.

“The signing of this JMC is a strong signal that we are serious about cutting red tape, improving the ease of doing business, and making the Philippines a more attractive destination for investors. With this JMC in place, along with the CREATE MORE Act, our message is simple: we want you to invest here, and we will make it easier for you to do so,” Secretary Recto said.

The JMC institutionalizes the Investment Facilitation Network (INFA-Net)—a coalition of 38 government agencies chaired by the Department of Trade and Industry-Board of Investments, and co-chaired by the Anti-Red Tape Authority, to streamline investment-related processes such as the issuance of permits, licenses, certifications, or authorizations.

It covers strategic investments with national significance and integrates the provisions of Executive Order No. 18, particularly the guidelines on Green Lane applications of projects.

Among its key features is the establishment of the One-Stop Action Center for Strategic Investments (OSAC-SI), which will serve as a centralized entry point for investment applications.

The OSAC-SI shall facilitate the application and registration of project proponents for Green Lane in coordination with the appropriate government agency.
