The Department of Finance (DOF) will lead the Philippines’ hosting of the 2026 Extractive Industries Transparency Initiative (EITI) Global Conference in Manila—the first to be held in Asia—reinforcing the country’s global leadership and commitment to transparency, accountability, and good governance in the extractive sector.
“We are the first ever country to host this Global Conference in the region. And that alone sends a strong message that the Philippines is leading by example—not only in upholding EITI’s principles, but in embedding good governance and sustainable resource management at the heart of our extractive industries,” Finance Secretary and PH-EITI Chair Ralph G. Recto said.
EITI is the global standard for promoting open, accountable, and well-governed management of oil, gas, and mineral resources. Member countries commit to full transparency across the extractive value chain.
The Philippines joined EITI in 2013, becoming part of a global coalition of over 50 implementing countries.
Slated for June 2026, the EITI Global Conference will convene thousands of stakeholders from governments, industry, civil society, and academia to shape the future of natural resource governance.
It will focus on the EITI’s strategic priorities, such as anti-corruption efforts, domestic resource mobilization, and responsible resource governance policies.
Moreover, the Conference will explore innovations in data use and transparency, as well as address emerging issues and challenges faced by the extractives sector.
The event comes at an opportune time as Congress recently ratified the Enhanced Fiscal Regime for Large-Scale Mining Act––a DOF-led reform that modernizes the outdated tax structure, ensures a fair government share in mining revenues, and strengthens environmental and investor safeguards.
The reform simplifies the fiscal system and provides stability and predictability to investors, while supporting responsible and sustainable mineral development.
The PH-EITI is composed of the Department of Environment and Natural Resources-Mines and Geosciences Bureau (DENR-MGB), Department of Energy (DOE), Department of the Interior and Local Government (DILG), and the Union of Local Authorities of the Philippines (ULAP).
The industry or business sector is represented by the Chamber of Mines of the Philippines and the Petroleum Association of the Philippines (PAP) while the Bantay Kita-Publish What You Pay Philippines (Bantay Kita-PWYP) represents civil society.
