Internal Audit Service

FISCAL POLICY AND MONITORING GROUP (FPMG)

The Fiscal Policy and Monitoring Group (FPMG) is primarily responsible for forecasting and programming revenues of the national government (NG), cash programming, and monitoring of NG finances. Fiscal Policy And Planning Office

The Fiscal Policy and Planning Office (FPPO) formulates long-range and annual projections of revenue needs, cash position, and borrowing capacity of the NG as a basis for the DOF’s policy decisions. FPPO supervises policy research and development on fiscal and tax measures undertaken by the operating bureaus and offices of the DOF. It also coordinates with other government agencies on policy research as it impacts on fiscal and tax measures. Specifically, FPPO:

Assists in the overall macroeconomic planning process in coordination with the Development Budget Coordination Committee (DBCC) by providing inputs to the NG’s annual and medium-term fiscal program
Prepares, assesses, and forecasts the revenue program, including projections
Consolidates the public sector financial position and public sector debt from reports provided by the Corporate Affairs Group, Bureau of the Treasury, GFIs and BSP.
Prepares studies on excise taxation, value-added tax (VAT) and tariffs, which includes the formulation or drafting of tax reform measures and position papers; the provision of technical assistance to Congress; and the review of implementing rules and regulations (IRR)
Collects, monitors, reviews, consolidates, and analyzes economic reports and data required for fiscal planning and policy formulation activities

Policy, Research and Liaison Office

The Policy, Research and Liaison Office is primarily responsible for tax policy formulation, legislative liaison work on tax, financial and economic proposals, and information dissemination activities.

Specifically, these involve the:

Conduct of studies and simulations, and preparations of DOF position papers/comments on various tax and fiscal-related bills or on the tax aspects of other bills initiated by other agencies or legislators
Drafting of tax reform bills and the submission and shepherding of the same in both Houses of Congress
Extension of technical assistance to both Houses of Congress and individual legislators in the drafting and analysis of tax bills
Participation in the preparation or review of the IRR of various tax laws or laws with tax provisions
Conduct of briefings/lectures on the mandate, functions, activities, and accomplishments of the DOF to visiting students from various colleges and universities, as well as other government functionaries.

Revenue Operations Group (ROG)

Legal Services and Local Finance Group (LSLFG)

The Legal Services and Local Finance Group (LSLFG) provides legal advice and support to the offices of the Department of Finance (DOF) and its attached agencies, to ensure consistency with policies and compliance with all relevant laws, rules and regulations. This include providing the following: (i.) legal review of rules and regulations; (ii.) rendering advisory opinions; (iii.) preparation of decisions on administrative cases; (iv.) review of contracts contract; (v.) litigation monitoring; (vi.) providing comments to legislative bills; (vii.) representing the DOF in boards, committees, working groups, such as PH-Extractive Industries Transparency Initiative, Fiscal Incentives Review Board, and Bangsamoro Autonomous Region in Muslim Mindanao boards, and the National Disaster Risk Reduction and Management Council. The LSLFG likewise supervises the Revenue Integrity Protection Service (RIPS), the anti-corruption arm of the DOF, by conducting lifestyle checks on employees within the DOF family. Revenue Integrity Protection Service

The Revenue Integrity Protection Service (RIPS) is the anti-corruption arm of the DOF created by Executive Order 259 (December 17, 2003).

RIPS investigates allegations of corruption in the DOF and its attached agencies such as the Bureau of Internal Revenue and the Bureau of Customs, the Bureau of Local Government Finance, Bureau of Treasury, Central Board of Assessment Appeals, the Insurance Commission, the National Tax Research Center, the Fiscal Incentives Review Board, and the Privatization and Management Office. Following the results of these investigations, RIPS then files the necessary charges against erring officials and employees with the appropriate government agencies (e.g., Office of the Ombudsman).

RIPS encourages active participation form the public in eradicating corruption in government.

Policy Development and Management Services Group (PDMSG)

The Policy Development and Management Services Group (PDMSG) provides administrative and financial management support to the groups under the Office of the Secretary (DOF OSEC). It also designs and manages the human resource development program of the DOF.

Political and Legislative Liaison Group (PLLG)

The Political and Legislative Liaison Group (PLLG) serves as the Department of Finance’s link to the Senate of the Philippines and the House of Representatives. It is primarily tasked to shepherd and ensure passage of the Department’s and its attached agencies’ key priority measures. The Group further serves as the clearing and monitoring house for other fiscal and economic legislative information, data and inputs.

Climate Finance Policy Group (CFPG)

The Climate Finance Policy Group(CFPG) provides advisory services and technical support to the Secretary of Finance concerning the Department’s mandates on climate finance, disaster risk financing and insurance, and sustainable finance covering financing, initiatives, and partnerships in the national and global setting. With the role of finance as catalyst to achieving climate justice and just transition across all sectors of society, the CFPG participates and contributes in shaping domestic policies to ensure a climate- resilient financial sector.
