Thank you for taking the time to welcome us here in the Regional District Office in Cebu City.
Our jobs these days are getting harder, as if it is already not difficult enough to begin with.
Kaya naman ngayong nasa Cebu kami ng DOF team, sinigurado naming makadaan dito. Hindi lang para bumisita, kundi para personal na magpasalamat sa bawat isa sa inyo for a difficult job well done.
You know, part of our job is not to be liked. That comes with the territory.
Let’s be honest, even in the Bible, tax collectors were not exactly fan favorites. Kumbaga sa pelikula, tayo ‘yung kontrabida, pero tayo rin ang nagpapatakbo ng storya.
But that’s the burden— and the nobility —of the job.
Because while others win applause, we collect receipts. While others bask in the spotlight, we operate in the background. While some promise, we make sure the country can afford to deliver.
Imagine this: the Herculean task of collecting 8.6 billion pesos a day—rain or shine. Next year, ang target ninyo 10 billion pesos. Monday to Sunday. Kada bente-kuwatro oras.
Hindi po ‘yan biro. Kasi tuloy-tuloy rin ang patak ng metro ng gastusin ng gobyerno para sa eskwelahan, ospital, kalsada, at sa mga proyektong hindi dapat nauuwi sa baha o problema.
At kahit sa isang araw na pumalya tayo, ramdam agad ng taong bayan: sa kulang na gamot sa mga publikong hospital, sa nasirang classroom, sa proyektong natengga, sa serbisyong hindi natuloy.
This is why I see you as the unsung heroes of the bureaucracy— and I stand proudly with you.
Without your quiet, but relentless work, the government cannot fulfill its promises. The nation cannot move forward.
Ang Bagong Pilipinas ay mananatiling pangarap lang kung walang mga tulad ninyo na araw-araw nagpapakatotoo sa serbisyo.
Now, I know, trust in institutions is fragile these days. But the BIR should not be collateral damage of the problems rooted in reckless spending and corruption, especially when you are the very ones doing the hard work of raising the revenue to fund the dreams of this nation.
But let me say this clearly: Walang may monopolyo ng dangal sa gobyerno.
Integrity lives in those who fight for it every day, not for credit, but because it is the right thing to do.
At alam kong marami sa inyo dito sa BIR Cebu—araw-araw, pinipili pa rin ang tama. Pinipili pa ang serbisyo para sa bayan.
So let us continue to restore trust, hindi sa salita lang kundi sa gawa. Let’s prove that the civil service can be both competent and clean. Hindi perpekto, pero makatao.
Tandaan niyo po, nandito ang DOF, todo suporta sa inyo sa BIR. And we see your hard work.
So allow me to take this opportunity to thank all of you: maraming maraming salamat po. Sa inyong sipag. Sa tiyaga. Sa pagtatrabaho ng tahimik pero marangal.
Hindi kayang bayaran ng kahit anong sweldo ang klaseng serbisyo publiko na ibinibigay ninyo.
