Department of Finance

The Committee for Accreditation of Cargo Surveying Companies (CACSC), created through the Administrative Order (AO) No. 243 s.2008 entitled, “Creating a System for the Bulk and Break-Bulk Cargo Clearance Enhancement Program of the Bureau of Customs”, as amended by AO No. 243-A s.2009 and AO No. 14 s.2011, is mandated to grant, deny, or defer the application for accreditation of Cargo Surveying Companies/Surveyors.

All Philippine bound bulk and break-bulk cargoes are covered by the program.

Accreditation Process

As provided in Customs Memorandum Circular No. 312-09, application for accreditation with the CACSC follows these procedures:

    • Applicant submits Application Form, with complete documents, and pays the Php50,000.00 application fee to the CACSC.
    • The CACSC Secretariat evaluates the application, and recommends it to the CACSC for deliberation.
    • Upon the direction of the Chairman of the CACSC, the Secretariat calendars the meeting and issues the necessary notices to all members and interested parties.
    • The CACSC deliberates on the application, and issues a decision in writing.
    • The CACSC informs the applicant in writing of the approval/disapproval of its application.
      • In case of approval, the CACSC requires the Applicant to pay the Php200,000.00 one-time accreditation fee, within fifteen (15) days from the receipt of such approval together with the Php2,000,000.00 cash bond, in accordance with the prescribed form.
      • In case of denial, the Applicant may submit another application within fifteen (15) days after receipt of the notice of denial of the application. The application is treated as a new application, subject to the payment of the application fee.
    • After payment of the accreditation fee, the Applicant is issued an Accreditation Certificate, indicating the Official Receipt Number and the period of validity of such accreditation. The accreditation is valid for three (3) years, unless revoked for cause.

Minimum Requirements

To be accredited by the CACSC, the cargo surveying companies must, among others, meet the following minimum requirements:

    • Minimum track record of five (5) years continuous operations in international bulk and break-bulk cargo surveying operations
    • Member of good and reputable standing in the International Federation of Inspection Agencies (IFIA) or any other similar organization generally recognized and accepted in international commerce;
    • International Office network in countries which export to the Philippines;
    • Must not have been blacklisted or its services terminated by any other Government or international entity in the immediately preceding three (3) years, on the grounds of poor performance and/or irregularity in dealings, unless proven otherwise by competent and verifiable evidence as considered by the CACSC
