Secretary Go backs streamlined tax exemptions to boost
affordable housing development

Finance Secretary Frederick D. Go is supporting the Bureau of Internal Revenue (BIR) in streamlining the tax exemption application process for socialized and economic housing projects, aimed at boosting the development of affordable homes for low-income families.

This is in line with President Ferdinand R. Marcos, Jr.’s directive to improve bureaucratic efficiency and enhance the ease of doing business.

“I fully support the BIR in this effort, as it is my commitment to enhance the ease of doing business for our partners in development. This way, we can provide more affordable homes for low-income Filipino families,” Secretary Go said.

Under the proposed Joint Memorandum Circular (JMC) involving the Department of Human Settlements and Urban Development (DHSUD) and other government agencies, the BIR will ensure efficiency in the fiscal and tax-related aspects of housing development to encourage more developers to invest in socialized and economic housing projects.

In line with this, the JMC introduces the One-Stop Shop Processing Center (eHOPC) platform which will generate the required documents to enable more efficient processing of applications.

To avail of the Certificate of Tax Exemption (CTE), applicants shall be required to submit a Socialized Housing Certification issued by the DHSUD.

The BIR Deputy Commissioner for the Legal Group shall be authorized to sign the rulings or CTEs for the tax incentives.
