Finance Secretary Frederick D. Go underscored the vital link between civic responsibility and good governance as the government launched the 2026 Bureau of Internal Revenue (BIR) National Tax Campaign on February 13, 2026, emphasizing the indispensable role of taxpayers in nation-building.
In his special message, Secretary Go emphasized the government’s commitment to fostering trust and confidence in the tax system.
“Public service is a two-way street: as you fulfill your duty to the country, we honor our responsibility to serve by managing every peso with integrity,” he said.
Speaking to BIR Commissioner Charlie Mendoza and Bureau officials, the Finance Chief commended the agency’s sustained efforts to advance reforms that benefit Filipino taxpayers. He noted that through close coordination with the BIR, he has witnessed firsthand the team’s dedication to designing and implementing meaningful improvements in tax administration.
Secretary Go also reiterated the government’s steadfast commitment to fiscal discipline and smart spending, underscoring that reducing the fiscal deficit remains a cornerstone of the nation’s economic strategy.
Aligned with this whole-of-government push for fiscal health is the continued effort to streamline processes and enhance the ease of doing business.
Secretary Go highlighted the recent issuance of Revenue Memorandum Order (RMO) No. 1-2026, which establishes the Single-Instance Audit Framework—a landmark reform that generally limits taxpayers to only one Letter of Authority (LOA) per taxable year, regardless of tax type.
The policy eliminates fragmented audits by different offices and establishes a single, consolidated audit authority — promoting fairness, transparency, and accountability in tax examinations.
“This proves that we are listening and acting decisively on your concerns,” Secretary Go said, noting the strong support the reform has received from the business community.
Complementing this initiative is the launch of the LOA Verifier embedded in the BIR’s chatbot, a digital tool that allows taxpayers to verify the authenticity of audit notices and protects them from unauthorized examinations.
He encouraged the Bureau to continue pursuing innovative solutions that institutionalize greater transparency, efficiency, and accessibility.
As the Bureau launched this year’s campaign under the theme “Mahusay na Serbisyo, Katumbas ng Buwis Mo,” Secretary Go called for continued collaboration between government and the private sector. He expressed confidence that ongoing reforms and open dialogue will build trust, strengthen institutions, and drive inclusive growth.
“We remain your steadfast partner. Our doors are open for dialogue. The DOF, the BIR, and this entire administration are at your service,” he said.
