The People’s Survival Fund (PSF) will contribute to the implementation of the ‘Electronic System for Inter-Connected Transformative Information On-Demand (e-SITIO) Emergency Operations Center (EOC)’ project in Municipality of Goa, Camarines Sur, aimed at enhancing communication systems and enabling communities to better prepare for and respond to disasters.
“Strengthening early warning systems and emergency response capabilities is key to protecting lives and ensuring that communities are better prepared for the increasing risks posed by climate change,” said PSF Chair Frederick D. Go.
The project addresses the municipality’s vulnerability to strong typhoons and intense rainfall, which cause river overflows and flash floods. The Hiwakloy River affects six barangays that experience flooding, while the Rangas River impacts seven barangays that are prone to flash floods.
With a total project cost of PHP 32.82 million, of which PHP 24.73 million will be funded by the PSF with Goa LGU allotting PHP 8.091 million, the initiative aims to strengthen climate forecasting and disaster preparedness in the municipality.
Key components of the project include the installation of Early Warning Systems (EWS) to monitor water levels in the Rangas and Hiwakloy Rivers and provide real-time situational awareness. A Radio Frequency Automated Public Address System will also be installed to improve community alerts.
The project will also upgrade the Emergency Operations Center (EOC) to address delays caused by reliance on manual monitoring. The LGU will install a Local Weather Monitoring System (LWMS) to generate real-time, localized data on rainfall, wind speed, and other conditions.
Additional IT infrastructure, including servers and software, will support the independent operation of the e-SITIO system, with continued technical support from Partido State University (ParSU).
Capacity-building programs will also be conducted across 34 barangays to enhance data collection, climate-responsive planning, and disaster preparedness protocols.
The project proposal was approved during the 24th PSF Board meeting on March 31, 2026. To date, the PSF is supporting 28 projects with total financing commitments of PHP 1.549 billion, covering both full projects and project development grants.
The PSF, created under Republic Act No. 10174, finances climate adaptation programs and projects of LGUs and accredited community organizations, empowering them to design and implement localized solutions that address the country’s evolving climate challenges.
