Friends, family, colleagues, and fellow public servants gather to mark the deep loss of a beloved public servant, former Insurance Commissioner Evangeline Escobillo. Vangie, as she is fondly called, led a life dedicated to the insurance industry, committed to protecting the most vulnerable in society.
Vangie has served the insurance industry with grace, determination, and an unrelenting spirit with a smile on her face.
During her time as the Insurance Commissioner from 2005 to 2007, she had made extensive reforms to ensure the robust growth of the insurance industry. She has instituted sweeping reforms aimed at strengthening and developing the insurance industry. Most notable of her achievements are the increase in minimum capitalization of insurance companies and brokers, the introduction of risk-based capital framework, and the computerization of the Insurance Commission’s operating system and data file. Albeit her short stay in the Commission, she has made an impact in the industry that will be remembered by all.
Her achievements do not end there. She has led a life of faithful companionship, which ought to be celebrated above all. One’s life is measured by the legacy one leaves behind: Vangie lives on in the millions of lives she continues to touch with the improvement of the insurance industry in the country.
With great fondness and a profound sense of loss, the Department of Finance enjoins her family in spirit for a solemn celebration of Vangie’s life.
