The Department of Finance (DOF), Department of Labor and Employment (DOLE) along with other relevant agencies signed on Thursday (July 11) the Joint Memorandum Circular (JMC) on the Rules and Procedures Governing Foreign Nationals Intending to Work in the Philippines.
The JMC aims to harmonize the regulations and policy guidelines governing the issuance of documents to foreign nationals planning to work here.
Among the highly important provisions of this circular is the need for foreign nationals to first secure a Taxpayer Identification Number (TIN) in applications for all work-related permits and visas. This will ensure foreign nationals are tracked by the Bureau of Internal Revenue (BIR) and compelled to pay the correct amount of taxes to the government.
The JMC also puts in place a Joint Inspection Team composed of DOLE, Bureau of Immigration (BI) and the Bureau of Internal Revenue (BIR) to ensure that establishments employing foreign nationals are fully compliant with our labor, immigration and tax laws.
