Finance Secretary Carlos Dominguez III, on behalf of the Philippines, and the Japan International Cooperation Agency (JICA) senior vice president Yasushi Tanaka, on behalf of Japan, signed Thursday the 38.1-billion yen loan agreement for the Metro Rail Transit (MRT) Line-3 System Rehabilitation Project, which aims to improve the safety, reliability and level of service of the 16.9-kilometer light rail system with 13 stations spanning across EDSA. Also in attendance during the loan signing ceremony were Japanese Ambassador to the Philippines Koji Haneda, JICA Chief Representative Yoshio Wada and Department of Transportation Undersecretary Timothy John Batan.
