DOF GOCC Service Caravan Brings One-Stop Government Services to Thousands in Cagayan de Oro

CAGAYAN DE ORO CITY — Thousands of Filipinos in Northern Mindanao gained easier access to essential government services as the Department of Finance (DOF) successfully held its flagship Government-Owned or -Controlled Corporations’ (GOCCs) Service Caravan on June 29 to 30, 2026, at the Event Center of SM CDO Downtown.

Carrying the theme “Serbisyo sa Bayan, Hatid ng GOCCs, Kaakbay ang DOF,” the two-day caravan brought together 16 GOCCs and partner government agencies, allowing residents of Cagayan de Oro and nearby communities to conveniently access a wide range of financial, social protection, identification, business, and regulatory services in one location.

“The Department of Finance remains committed to making government services more accessible and convenient for every Filipino. Through the GOCC Service Caravan, we are bringing essential public services closer to communities, making it easier for our citizens to access the programs and assistance they need,” Finance Secretary Frederick D. Go said.

Among the participating agencies, the Social Security System (SSS), Philippine Health Insurance Corporation (PhilHealth), Land Bank of the Philippines (LANDBANK), Philippine Statistics Authority (PSA), and Bureau of Internal Revenue (BIR) recorded the highest client turnout during the two-day event.

Residents availed themselves of a broad range of frontline government services, including social security and health insurance registration, banking and financing assistance, taxpayer services, National ID and civil registry transactions, passport processing, driver’s licensing, postal services, insurance programs, and business financing.

The SSS assisted members with SS Number issuance, My.SSS account registration, Payment Reference Number (PRN) generation, and member information updates, while PhilHealth facilitated membership registration, member data updates, YAKAP program enrollment, and benefit-related assistance. LANDBANK, meanwhile, provided account opening, lending, and other banking services.

Government employees and workers also accessed retirement, insurance, and loan services from the Government Service Insurance System (GSIS), while the Home Development Mutual Fund (Pag-IBIG Fund) assisted members with registration, MP2 Savings enrollment, Virtual Pag-IBIG account creation, and Loyalty Card Plus applications.

The Philippine Postal Corporation (PHLPost) processed Postal ID applications and offered commemorative stamp services. The Philippine Deposit Insurance Corporation (PDIC) promoted public awareness on deposit insurance and assisted clients with inquiries on deposit protection and the sale of foreclosed assets, while the Philippine Crop Insurance Corporation (PCIC) facilitated enrollment in accident and dismemberment security and crop insurance programs.

The caravan also supported entrepreneurship and local economic development. The Small Business Corporation (SB Corp.) facilitated the release of PHP 1.145 million in financing to five qualified micro, small, and medium enterprises (MSMEs), providing much-needed capital for local businesses. The Development Bank of the Philippines (DBP) also promoted its financing and banking programs for businesses and communities.

Complementing the services provided by the GOCCs, the Department of Foreign Affairs (DFA) assisted clients with passport applications and other travel document services, while the Land Transportation Office (LTO) conducted free Theoretical Driving Courses for student permit applicants and released motorcycle license plates.

The PHIVIDEC Industrial Authority showcased investment and employment opportunities in Northern Mindanao, while the Privatization and Management Office (PMO) provided information on government assets available for disposition and guided interested buyers through the acquisition process.

Beyond delivering essential frontline services, the GOCC Service Caravan also strengthened public awareness of government programs and fostered greater engagement between participating agencies and the communities they serve.

Government Corporations and Investments Group (GCIG) Undersecretary Ma. Angela E. Ignacio thanked the participating agencies and partners for helping bring government services closer to the Filipino people.

“DOF is proud to bring this meaningful public service built on partnership. We are grateful to all our participating agencies for their commitment to this initiative,” Usec. Ignacio said.

Following the successful CDO leg, the DOF will bring the GOCC Service Caravan to Iloilo City as it continues expanding access to government services and promoting financial inclusion and public service delivery across the country.
