DOF enables City of Manila to build new hospital for
Manileños

The Department of Finance (DOF) has enabled the City of Manila to redevelop a historic landmark in Tondo into a modern healthcare facility to expand quality and affordable services for Manileños.

“Napakaimportanteng araw ito dahil ito ang simula ng pagpapatayo ng bagong ospital na makakatulong sa napakaraming tao ng Tondo. It is the start of improving health services to the people of Manila,” Finance Secretary and Privatization Council (PrC) Chair Frederick D. Go said in his remarks.

Approved by the PrC and facilitated by the Privatization and Management Office (PMO), the turnover allows the Manila City local government to move forward with plans to establish an upgraded and fully equipped medical institution.

The deed for the conditional sale of the Emmanuel Community Hospital, Inc. (ECHI) property was signed between Mayor Francisco “Isko” Moreno and PMO Chief Privatization Officer Michael “Miko” Peter A. Alejandro on February 24, 2026 at the Manila City Hall.

The signing was witnessed by Secretary Go and Manila Vice Mayor Angela Lei “Chi” I. Atienza.

The Manila Mayor thanked the DOF under Secretary Go and the PMO led by CPO Miko Alejandro for approving the proposal to redevelop the idle asset in just three months.

“Rest assured Mr. Secretary, magbubuti po kami. Hindi po namin ipapagpariwara itong pagkakataong ibinigay niyo sa amin para sa mga taga Lungsod ng Maynila,” Mayor Isko said.

Located along Jose Abad Santos Avenue, the 1,955.67-square-meter property consists of five contiguous lots and a three-story commercial building.

ECHI was once a center for medical and surgical services in Tondo before its foreclosure in 1980 and subsequent transfer to the National Government.

The City of Manila’s acquisition of the idle property ensures that the asset will be put to productive use for the benefit of the people.

Through the PMO, the DOF continues to carry out its mandate of responsibly managing and optimizing government assets to generate both economic value and tangible social benefits.
