THE BIDDING PROCESS
WELCOME BIDDERS!
This is a web-based bidding facility for the procurement of goods, supplies and services of the Department of Finance.
The DOF ensures transparent, fair and competitive bidding procedures that facilitate market entry to the domestic suppliers.
The general criterion for contract award is based on the most economical and advantageous price offer/bid. In the procurement of goods and works, the contract is awarded to the bidder with the lowest responsive bid.
It has been the policy of the department to procure its requirements for goods, works and services from local suppliers/contractors. This policy has been liberalized in the interest of economy and cost-efficiency. For goods
procured by the Government, suppliers/manufacturers should be at least 60 percent owned by Filipinos. For government-financed projects, civil works contractors should be at least 75 percent owned by Filipinos. Implementing Rules
and Regulations for each procurement field have been formulated to standardize their respective procurement processes.
The procurement of the DOF is being administered by the Bids and Awards Committee (BAC) which composed of a Chairman, an Executive officer, a member and a Technical Committee Head. The General Services Division shall act
as secretariat to the BAC and shall be headed by the Director of Central Administrations Office (CAO). Representatives of Commission of Audit are also invited as observer during the opening and pre-bid conference.

Bid Procedure | Open-Bidding
- under an open-bidding, the invitation to prequalify and to bid is advertised in order to maximize the number of potential qualified bidders. The DOF also uses the Electronic Procurement System (EPS) of the DBM as required by the law
and also to widen the prospective bidders.
- a pre-bid conference is held prior to the date of the bidding to clarify the terms and conditions of the bidding.
- prequalification documents are issued to all interested, eligible bidders. Clear and precise tender documents with all necessary information are given to prequalified bidders to ensure fair and transparent competition.
Bidders are given ample time, at least 15 calendar days of evaluation.
- secretariats and evaluators will be assisting the BAC in the the whole process of the bid acquisition.
Three (3) kinds of procurement in the Department of Finance
Procurement under EO-40
This Executive Order shall apply to the procurement of: (a) goods, supplies, materials and related services; (b) civil works; and (c) consulting services, by all National Government agencies,
including State Universities and Colleges (SUCs), Government-Owned or –Controlled Corporations (GOCCs) and Government Financial Institutions (GFIs), hereby referred to as “Agencies.” This Executive Order shall cover the procurement process from the pre-procurement conference up to award of contract.
Procurement under IBRD Loans and IDA Credits
For procurement contracts financed partly or wholly with official development assistance funds, as well as from bilateral and other sources, the agreed procurement processes between them and the department, will prevail over the local IRRs.
Procurement through a Canvass
Public bidding for goods/supplies costing less than 1 million Philippine Pesos may course through a canvass with as long as the purchase is most economical and advantageous to the Government. Under such selective tendering procedures, invitations are mailed to at least three prequalified suppliers.
In most cases, the DOF requests for bid are being processed by the EPS to select the lowest responsive bidder.
